Any vehicle parked in violation of this chapter or traffic ordinance of the city may be removed from the streets and or impounded by the Police Department and placed in public or private storage, and the owner thereof, in addition to the fines and penalties which may be imposed for such violation, shall pay the full charge for towing and will pay $5 per day for storage of said vehicle so removed by order of the Police Department.
