(A) It shall be unlawful for any driver to drive any motor vehicle upon the public streets, alleys, or public grounds at a greater rate of speed than 12 mph, and in turning corners from street to another street or crossing intersections, the rate of speed shall not exceed eight mph.
(B) It shall be prima facia lawful for the driver of any vehicle to drive or propel the same at a speed not exceeding the following, but in any case when such speed on such street would be unsafe, it shall not be deemed lawful:
(1) Fifteen mph when approaching within 50 feet of a railway crossing when the driver’s view is obstructed. A driver’s view shall be deemed to be obstructed when at any time during the last 200 feet of his or her approach to such crossing, he or she does not have a clear and uninterrupted view of such railway crossing and of any traffic on such railway, for a distance of 400 feet in each direction from such crossing;
(2) Twenty mph when passing a school during school recess, or while children are going to or leaving school during opening or closing hours;
(3) Twenty mph when approaching within 50 feet and in traversing an intersection of a street when the driver’s view is obstructed. A driver’s view shall be deemed obstructed when at any time during the last 50 feet of his or her approach to such intersection, he or she does not have a clear and uninterrupted view of such intersection and of the traffic upon all the streets entering such intersection, for a distance of 200 feet from such intersection;
(4) Twenty mph in traversing or going around curves, or traversing a grade upon a street or alley, when the driver’s view is obstructed within a distance of 100 feet along such street or alley in the direction in which he or she is proceeding;
(5) Twenty mph on any street in the BUSINESS DISTRICT. The BUSINESS DISTRICT is the following area: Main Avenue from Second Street to Fifth Street; Third Street from Center Avenue to Depot Avenue; Fourth Street from Center Avenue to Depot Avenue; and
(6) Thirty mph in a residence district, public parks, and public grounds, unless a different speed is fixed and posted by the Police Department.
