The application for a commercial garbage hauler’s license and the renewal thereof, required by the provisions of this chapter, shall be accompanied by the proposed rates which the commercial garbage hauler proposes to charge customers, with such charges being categorized as to residential, commercial, and any special charge. All rates shall be volume-based. If the application or renewal is granted, said rates identified by the commercial garbage hauler shall remain in effect during the term of license permit period, unless the commercial garbage hauler applies to the city for a change in rates for just cause and the same is approved by the City Council. A commercial garbage hauler shall be under no obligation to remove any garbage unless the payment for the removal of such garbage as provided shall have been made by the customer.
