Every licensed commercial garbage, collector, and hauler shall collect the garbage, rubbish, and livestock waste from the residential districts at least once each week, and from the business districts at least once each week, or as needed. The City Council, in conjunction with the City Health Officer shall have the power and authority to determine that an individual business requires the licensed commercial garbage hauler to collect therefrom more than once a week, and to determine the number of collections per week.
