If the occupant of any residence, business, or other building is the hauler of garbage, said occupant shall obey all the ordinances and all of the rules and regulations of the Health Officer and City Council. If the occupant is the hauler of garbage, any vehicles used by said occupant with an open bed or box must be tarped, and the vehicles used for transporting said garbage shall be loaded so that no materials shall fall off or be blown off the vehicle while in transit. If the occupant is the hauler of garbage, such garbage shall be transported to on approved landfill site.
