§ 53.01 “GARBAGE” DEFINED.
   The word GARBAGE, when used in this chapter, shall mean all refuse or accumulation of animal or vegetable matter which attends the preparation, transportation, cooking, eating, sale, or storage of meat, fish, vegetables, fruit, and all other foods or food products found within the city which has been condemned by the Health Officer as a nuisance or as likely to cause, or transmit disease. The word GARBAGE shall also mean all other waste matter which may be discarded, either human-made or naturally occurring, excepting hazardous wastes, and all those which may be prohibited for common dumping as defined by law.
