3.8.1.  Site Plan.
   A.   Applicability. A valid site plan approval is required prior to issuance of a Zoning Compliance Permit or permit for:
      1.   Any new nonresidential, mixed use, and residential , excluding single family detached homes and duplex (aka two-family homes).
      2.   Any change of from residential to nonresidential.
      3.   Any amenity, facility, parking area, developed common area, or accessory area, excluding discrete areas of signage permitted through the process.
   B.   Review. Upon certification by the TRC that the site plan meets (or will meet) all applicable standards of this Ordinance and other Town ordinances, the shall approve the site plan with or without conditions. Approval with conditions is only permitted to the extent that such conditions specify the actions necessary to bring the application into complete compliance with this UDO. Should the TRC determine that all such requirements and provisions have not been satisfied, the shall deny the application.
