The city recorder shall not issue a license to any person, firm or corporation contemplating engaging in the business of manufacturing, preparing or selling food or drink which is prepared, cooked, mixed, packed, posed, bottled, handled, stored, manufactured, offered for sale or sold on their premises without first having said person, firm or corporation present a certificate issued by the board of health certifying said premises to be in such a condition as to be a fit and proper place for the preparing, manufacturing, selling, etc., of said food or drink.
