A purchase may be awarded without competition or bidding when the work area supervisor and purchasing officer, if one has been appointed, and if not, the mayor, shall determine in writing that there is only one source for the required service or item and the city attorney gives a written opinion of the legality thereof, if such an opinion is determined necessary and requested by the mayor and/or city council. In that event, bids will not be necessary but all other procedures as set forth in this chapter shall be followed. (Ord. 10-10, 11-18-2010)
