No occupancy permit shall be issued until the following improvements are installed and approved, in writing, by the city engineer:
A. All underground utilities, including telephone, electrical, gas and water facilities;
B. Sanitary sewer and storm systems;
C. Curb, gutter, sidewalk and road base. (Ord., 2-29-1996)
