The purpose and intent of this title is to:
   A.   Promote the health, safety, convenience and general welfare of the residents of the city in matters relating to the subdivision, resubdivision and development of land.
   B.   Promote the efficient and orderly growth of the city, and to assist in implementing the objectives, policies and programs of the master plan.
   C.   Assure that a proper survey of the properties is made to avoid land discrepancies.
   D.   Assure that each lot meets the zoning requirements.
   E.   Assure that the development, including on site and off site improvements, does not impact any wetlands or encroach upon floodplains.
   F.   Assure that each lot is adequately provided with proper street frontage and access, utility easements, culinary water, secondary water, where applicable, sanitary sewer, fire protection, etc., to the standards of the city.
   G.   Ensure that the subdivider bears all costs of improving and providing land for streets and easements, and for extending culinary, sanitary sewer, storm drains and secondary water, where applicable, to the subdivision site. (Ord., 2-29-1996)
