It shall be the duty of the planning and zoning commission and it shall have the power to make recommendations to the city council for the zoning of the city, by dividing the city into districts of such number, shape and area as may be best suited to make effective the proper zoning of the city, and to provide within said districts for the regulation and restriction of the erection, construction, reconstruction, alteration, repair or use of buildings, structures and land, all of such regulations to be uniform for each class or kind of building throughout the district, but such regulations in one district may differ from those in other districts.
