No person shall maliciously, wilfully or negligently break, damage, destroy, uncover, deface or tamper with any structure, appurtenance or equipment which is a part of the wastewater facilities. Violation of this section shall constitute a class C misdemeanor and persons found guilty thereof shall be subject to penalty as provided in section 1-4-1 of this code.
