It shall be unlawful for any person to engage in the laying, repairing, altering or connecting of any water line to the culinary water system of the city without first having received a construction/excavation permit from the office of the city recorder or from the water superintendent. Permits shall be issued only to qualified plumbers/contractors and only after compliance with this chapter and applicable resolutions, regulations and agreements. (Ord. 89-1, 5-16-1989)
