The city council shall have power and retains the right to adopt by resolution, regulations and agreements controlling the manner and circumstances under which the water system may be used, in addition to the regulatory provisions set forth expressly in this chapter. Such regulatory provisions may include regulations relating to the manner in which excavations shall be made for purposes of making connection or repairs to the water service lines.
