It shall be unlawful for any person owning, having charge or control of or occupying any property, building, lot, part of lot, land or real estate abutting on any street of the city to fail, refuse or neglect to remove promptly and effectually every snowfall from the sidewalk in front of such property. In case of such failure, refusal or neglect, the supervisor of streets may cause the removal of the snow and charge the cost thereof to the property owner.
