When required by the city council, the supervisor of streets shall, where the same has not already been defined, cause a measurement to be made defining the outside limits of the sidewalks on any street of the city and establish the line for all shade trees thereon. All trees shall be planted under the direction of the city council and no trees shall be removed without the consent of the city council. (1949 Code § 16-0-2)
