§ 51.04 MINIMUM CHARGE.
   Under no conditions may that monthly charge be less than what is required to pay the principal and interest on the bonds funding the facilities, the operation and maintenance of the facilities, and the establishment and maintenance of appropriate reserve funds while those bonds are outstanding.
