The owner or manager or any campground shall ensure appropriate off-street parking is provided for its occupants of the campground in accordance with the following:
(A) Unless specifically approved by adjacent property owners, off street parking shall be provided on the same property as the campground; and
(B) The number of vehicles allowed for the occupants of a campground shall be restricted to the number of off-street parking spaces provided by the owner.
