§ 31.087 ORGANIZATION.
   (A)   The Council on Aging shall consist of nine regular voting members representing the different groups or agencies (public or private) associated with services to older people such as Family Services (Welfare), Health, Education, Community Action, Community Services Council, Churches, Extension Service, and the like) with at least two members being lay citizens past age 59. Ex-officio members without vote shall be the area directors (supervisors) of senior citizens’ programs.
   (B)   (1)   Voting members shall be appointed by the County Commission, by resolution (or minute entry), who may follow the recommendations of the Council on Aging. Appointments shall be made to be effective January 1 of each year. Vacancy appointments will be for the balance of the terms for which the appointment was made.
      (2)   Appointments are to be staggered as follows:
         (a)   Three members appointed for one year: ending January 1, 1975;
         (b)   Three members appointed for two years: ending January 1, 1976;
         (c)   Three members appointed for three years: ending January 1, 1977; and
         (d)   Thereafter, all replacement terms for three years.
      (3)   Officers, to serve as the executive committee, to be selected from among the Council on Aging and appointed by the County Commission consists of the following: (term of office, one year and not to exceed three consecutive terms.)
         (a)   Chairperson;
         (b)   Vice Chairperson #1; and
         (c)   Vice Chairperson #2.
      (4)   Members of the Council on Aging shall meet regularly once each month or in special session as called by the Chairperson and are to be uncompensated except that they may be reimbursed for actual expense incurred on behalf of the Council on Aging. Secretarial services for the Council shall be provided by the Secretary of the County Senior Citizen Programs.
      (5)   Any member of the Council on Aging may be removed by the Commission for cause. Any member missing more than three meetings without cause shall be considered removed.
      (6)   Program personnel shall serve by approval of the Council on Aging. The Council shall provide job specifications (qualifications-description) for all positions. However, no positions shall be created or appointment made thereto for which monetary compensation for services is to be awarded, without the consent and approval of the Board of County Commissioners first having been obtained.
         (a)   The Council on Aging may hire “Area Directors” to administer and coordinate approved programs in the county.
         (b)   The Council on Aging may hire a Secretary-Bookkeeper (or secretarial and bookkeeping services will be provided by a county court house employee on a regular basis) and other necessary personnel.
         (c)   The Area Director shall fill positions and develop and provide opportunity for volunteer services by qualified senior citizens as much as possible.
         (d)   The Area Directors shall work in close operation with the Council on Aging.
