The owner or manager or any short-term rental shall ensure appropriate off-street parking is provided for its occupants of the short-term rental in accordance with the following:
(A) Unless specifically approved by adjacent property owners, off street parking shall be provided on the same property as the short-term rental; and
(B) The number of vehicles allowed for the occupants of a short-term rental shall be restricted to the number of off-street parking spaces provided by the owner.
