(A) First preference shall be given to all recorded property owners prior to the time of the sale to redeem the parcel.
(B) If the property owner does not redeem the property on the first preference, second preference shall be given to all lien holders of record, in the order of their recorded lien on file at the office of the County Recorder, to redeem the parcel(s).
