No license shall be issued to any retailer or wholesaler, except one of good moral character, a citizen of the United States of America, over the age of 21 years, who has not been convicted of a felony, or of any violation of any law or ordinance relating to intoxicating liquors, or of drunken driving, or of keeping a gambling or disorderly house, or who has pleaded guilty or forfeited his or her bail on a charge of having committed a felony, or of having violated any such law or ordinance; or to any partnership, any member of which lacks any of these qualifications; or to any corporation, any director or officer of which lacks any of these qualifications.
