SCHEDULE I: SPEED LIMITS.
   (A)   No person shall drive a vehicle on any county road or highway at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle, or other conveyance on or entering the highway in compliance with the legal requirements and the duty of all persons to use due care.
   (B)   The driver of any vehicle upon a highway, street, or road, upon meeting or overtaking any school bus which has stopped on a highway, street, or road for the purpose of receiving or discharging any school children, and when such school bus is displaying alternating flashing red light signals visible from the front or rear, shall bring such vehicle to a stop immediately before reaching said school bus and shall not proceed until said flashing signals cease operation. The driver of a vehicle upon a highway with roadways separated by a dividing section need not stop upon meeting or passing a school bus which is upon the other roadway.
   (C)   (1)   Where no special hazards exist, the following speed shall be lawful, but any speed in excess of said limits shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful:
         (a)   Twenty mph when passing a school building or the grounds thereof during school recess or while children are going or leaving school during opening and closing hours;
         (b)   Twenty-five mph in any business or residential district;
         (c)   In excess of any speed limit declared applicable upon specified streets or areas by express ordinance of this county when signs are in place giving notice thereof;
         (d)   Fifty-five mph in other locations during the daytime; and
         (e)   Fifty mph in such other locations during the nighttime. DAYTIME means from one-half hour before sunrise to one-half hour after sunset. NIGHTTIME means at any other hour.
      (2)   Special hazards exist on the county road which encircles Panguitch Lake, and that, therefore, the road is declared to run through a business or residential district, except as otherwise posted, and the following specific speed restrictions shall apply:
         (a)   Twenty mph shall be the speed limit where the road passes the Rustic Lodge, which speed limit shall be clearly marked and posted; and
         (b)   Fifteen mph shall be the speed limit where the road passes the Beaver Dam Lodge, which speed limit shall be clearly marked and posted.
      (3)   The speed limit on the county road leading from Panguitch Lake up Parowan Canyon shall be 25 mph, except where the road passes the Deer Trail Café, where the speed limit shall be 20 mph, which latter speed limit shall be clearly marked and posted.
      (4)   The driver of every vehicle shall, consistent with the requirements of division (A) above, drive at any appropriately reduced speed when approaching and crossing an intersection or railway grade crossing, when going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, and when hazards exist with respect to pedestrians or other traffic or by reason of weather or highway conditions.
      (5)   No person shall drive a motor vehicle at such slow speed as to impede or block the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with law.
      (6)   No person shall engage in any vehicle speed contest or exhibition, or in any vehicle acceleration contest or exhibition on any street or alley, and no person shall aid or abet any such vehicle speed contest or exhibition or acceleration contest or exhibition on any street or alley.
      (7)   No person shall, for the purpose of facilitating, aiding, or inducing any vehicle speed contest or exhibition, or vehicle acceleration contest or exhibition, in any manner obstruct or place any barricade or obstruction or assist or participate in placing any such barricade or obstruction upon any street or alley.
      (8)   The speed limit on the county road leading from the Panguitch Lake - Cedar Breaks Highway down the Mammoth Creek Drainage, known as U.S. Forest Service Road #20068, shall be 30 mph, except where the road passes through the Mammoth Creek Subdivision, or any other subdivision or residential area, where the speed limit shall be 25 mph, which latter speed limit shall be clearly marked and posted.
