§ 152.021 REVIEW BY CITY COUNCIL.
   (A)   The City Council will not review a preliminary plat until it has received the review recommendations of the Planning Commission. Following the receipt of the recommendations, the City Council shall consider the plat at the meeting that the matter is placed on the regularly scheduled agenda.
   (B)   Should the City Council approve the preliminary plat, it shall be deemed to confer upon the subdivider the right to proceed with the preparation of the engineering drawings for planned improvements.
   (C)   Preliminary approval shall not constitute approval of the final plat. It shall be deemed as approval of the layout submitted on the preliminary plat, and shall be a guide to the preparation of the final plat. The general terms and conditions under which preliminary approval was granted will not be changed. The developer shall proceed to design the public improvements, and may proceed with the preparation of the final plat.
   (D)   The approval of the City Council shall be effective for a period of 12 months. Should the final plat in whole or in part not be submitted to the city for approval within this time limit, the preliminary plat must again be submitted to the Planning Commission for approval.
