The local enforcing agency shall inspect the construction site, at a minimum, at the beginning, during construction, and at the end of the project, and shall issue cease and desist orders upon violation of the rules set forth in Public Act 347 of 1972, being M.C.L.A. §§ 324.9101 et seq.
