(A) Before the License Officer shall issue any license for the practice of massage or the operation of a massage parlor, the application shall be referred to the Department of Health, who shall examine into the qualifications and fitness of the applicant. The Department of Health shall, after examination, certify its approval or disapproval of the applicant. If it disapproves of the applicant, it shall state in writing its reasons therefor, and give a copy of the reasons for disapproval to the License Officer and the applicant.
(B) The examination conducted by the Department of Health shall be in accord with the rules adopted by that Department. The examination may include practical demonstrations and oral or written tests consistent with the practical and theoretical requirements of the occupation.
(C) If the owner of a massage parlor intends to personally attend patrons, he shall pass the examination for an operator as arranged by the Department of Health.
