§ 120.05 QUALIFICATIONS.
   (A)   Applicants for licenses shall meet the following qualifications.
      (1)   The apprentice or student shall be at least 18 years of age, of good moral character, and have an education equivalent to the completion of grammar school.
      (2)   Operators shall be at least 20 years of age, of good moral character, have an education equivalent to the completion of grammar school, and have not less than one year's practice under the supervision of a registered operator or instructor as an apprentice, or shall have graduated from a qualified training school. Operators’ licenses shall be granted only to those persons who are able to pass the examination arranged by the Department of Health, and whose course of instruction meets with their approval.
      (3)   The owners or conductors of any massage parlor shall be of good moral character, or, if a corporation, its officers shall be of good moral character. The premises on which the establishment is located shall be sanitary and suitable for the conduct of the business.
      (4)   The owner or conductor of a school (and if a corporation, its officers) for any of the practices defined in this chapter shall be of good moral character. The premises on which the school is to be conducted shall be sanitary and suitable for the purpose and meet the approval of the Department of Health as to its sanitary condition.
      (5)   An instructor in a school for any of the practices defined in this chapter shall be a person of good moral character, shall be a graduate of a grammar school, and shall have been a licensed operator for a period of at least one year and pass examination given in accordance with the rules and regulations of the Department of Health, as provided in this chapter.

   (B)   Instructors’ licenses shall be granted only to those persons who are graduates of a grammar school, have been operators for a period of one year, and who are able to pass the examination set by the Department of Health for instructors. Operators who apply for instructors' licenses shall have been licensed operators for one year. (‘83 Code, § 122.07)
