(A) Every applicant, before being granted a license shall pay the annual license fee, charged in accordance with the Comprehensive Fee Schedule in Chapter 12 of this Code, for the privilege of operating and maintaining for operation, each vending machine.
(B) Each license shall expire on March 31 of each year. No license under this section shall be assignable without written consent of the City Clerk and upon payment of a transfer fee charged in accordance with the Comprehensive Fee Schedule in Chapter 12 of this Code.
