§ 115.04 DROPPED MATERIAL.
   (A)   No person, operating any vehicle licensed under this chapter, shall permit any of the materials being hauled to be scattered or dropped on any street or public place. No person shall use any vehicle for conveying shavings, sawdust, ashes, unbaled waste paper, or other substances which are likely to be blown off by the wind, without first securely covering the load or material by a canvas or other suitable cover so as to prevent any material escaping the vehicle.
   (B)   No person operating or owning any vehicle hauling materials of any kind, whether licensed or not and whether for hire or not, shall spill, strew, or drop or permit to be spilled, strewn, or dropped any materials onto any street or public place in the city, nor shall any owner or operator have sticking or fastened to the wheels or tires of any vehicle any mud or soft earth which is being, or is likely to be, shaken or thrown or dropped off onto any paved street in noticeable quantities. This section shall apply regardless of whether the mud or soft earth clinging to the wheels or tires of any vehicle shall have been acquired from the roadbed of an unpaved street or from any other source. The owner or operator of any vehicle depositing mud or dirt on any paved street surface in violation of this section shall be guilty of a violation of this Code. If the owner or operator is operating under any permit or license issued by the city, the permit or license shall be subject to immediate suspension or revocation and the vehicle so driven may be impounded until the owner or operator shall post a cash bond in the amount of $100 conditioned upon the prompt daily removal, to the satisfaction of the Superintendent of Public Works, of the mud or dirt so deposited upon a paved street surface.
