Every person subject to the license requirements of this chapter shall make application to the City Clerk and pay the license fee as prescribed in Chapter 110. Upon approval of an application for a license, the City Clerk shall issue a license to the person and vehicle covered thereby, to be known as a “Hauler's license.” He shall at that time give to the licensee a plate which shall be attached on the licensed vehicle in a conspicuous place. In the event that the plate is lost or destroyed, an additional fee of $1 shall be required for its replacement. It shall be unlawful to operate any vehicle for the purposes set forth in this chapter without the plate being attached.
