(A) All fares and charges for the use of taxicabs shall be determined by resolution of the City Council following a hearing held by the Council at a regular meeting. All taxicab licensees shall be notified of any hearing by mail. The term WAITING TIME, as used in any schedule of rates and charges, shall include time when the taxicab is not in motion, beginning with the arrival at the place to which it has been called, or the time consumed while standing at the direction of any passenger, but shall not include time lost because of inefficiency of the taxicab or its operator, or time consumed by premature response to a call or traffic delays.
(B) Taxicab fare rates effective as of September 26, 1988 shall not exceed the following amounts.
Flag throw $1.10
Each mile or a fraction thereof (based upon increments of $.20) $1.40
Minimum charge $3.00
Waiting time $.125 for each 45 seconds
