No person shall engage in the business of operating or causing to be operated any taxicab upon the streets, alleys, or public ways of the city without having obtained a license for each taxicab. No license shall be granted except upon certification of the Chief of Police and upon approval of the City Council. Picking up passengers within the city shall be deemed engaging in the taxicab business, but discharging passengers in the city when the trip originated from a point outside the city shall not be so construed.
