No person shall engage in the business or occupation of dealing in secondhand or used personal property without first obtaining a license therefor. For the purpose of this section, dealing in secondhand or used personal property shall include purchasing, selling, exchanging, or storing to facilitate or promote the sale of secondhand or used personal property of any kind or description; however, this subchapter shall not apply to persons dealing in used motor vehicles and no other used personal property of any type.
