§ 96.02 REGULATIONS OF PARKING LOTS.
   Automobile parking lots shall not need a license for their operation and maintenance, but shall be subject to the following regulations. The failure to observe these regulations shall subject violators to the provisions of § 10.99.
   (A)   A permit will be required and shall be applied for on forms to be furnished by the Department of Public Works or designated representative. A plot plan shall be submitted with the application which shall show size of lot, property lines, street and alley lines, adjacent building lines, location and size of entrances and exits and drainage facilities, and any other information pertinent to the construction.
   (B)   A permit fee shall be charged in accordance with the fee schedule adopted by resolution of the City Council from time to time.
   (C)   Parking lots shall be laned and provided with adequate ingress and egress for automobile parking so that in case of fire or other emergency, each vehicle may be easily reached or removed.
   (D)   Entrances and exits from parking lots shall be only at properly established curb cut driveways with paved cement concrete aprons from sidewalks to curb. Driving of cars across curbs or sidewalks except at curb cut driveways is prohibited.
   (E)   The parking surface shall be covered with asphaltic or cement concrete pavement and shall be graded so as not to drain on adjoining property or across the city sidewalk. Parking lots no larger than 65 feet x 50 feet will not be required to install drainage facilities provided the lots are accessible to a public alley; otherwise it will be necessary to install catch basins in the parking lot area and connect to city storm drains.
   (F)   All parking lots shall be kept free from dust, ruts, and pits, and shall have a seal coat applied wherever necessary.
   (G)   A barrier consisting of a concrete wall, precast concrete, or bituminous curb or a steel guard rail not over 18 inches high above the grade as established by the city shall be maintained on all parking lots between the parking area and the side yards abutting any partition fence, and along any part of the area which abuts a public street or highway. The barriers shall be placed a sufficient distance from adjoining property lines to prevent car bumpers from projecting over property lines.
