§ 94.10 AUTHORITY OF CITY COUNCIL.
   Subject to existing legal grants, and the provisions of the general laws of this state, the City Council shall have the supervision and control of all public highways, bridges, sewers, drains, culverts, water courses, lanes, streets, avenues, boulevards, alleys, easements, and public grounds within the city. The City Council shall have the power to lay out, establish, open, make, widen, extend, straighten, alter, close, vacate, or abolish any highway, bridge, sewer, drain, culvert, watercourse, lane, street, avenue, boulevard, alley, easement, or public ground within the city, or change the name or grade of any above mentioned item. If in doing the aforementioned work, it shall be necessary to take or use private property, the same shall be taken and paid for in the manner provided by law. Whenever the City Council shall deem it advisable to vacate, discontinue or abolish any highway, street, easement, or alley or any part thereof, it shall by resolution so declare, and in the same resolution appoint a time and place of public hearing, at which time the City Council shall meet to hear complaint. The City Clerk shall give notice in advance of the public hearing by notice in a newspaper of general circulation within the city.
