It shall be unlawful for any person, except authorized personnel, to use or be found in or about any city park between dusk to dawn from February through October and 6:00 p.m. to dawn from November through January; unless the person is attending or in the process of attending a parks and recreation sponsored event held on the premises; or unless the person has a special permit for use of park facilities after hours.
