The city shall submit an itemized bill for any costs by personal service or first-class mail to the person, party or entity liable for same under the provisions of this subchapter. The bill shall require payment of expenses within 30 days. If any person, party or entity fails to reimburse the city as provided herein, and the person, party or entity is the owner of the affected property where the leak or spill occurred, the city shall have the right and power to add the costs of cleanup and restoration to the tax roll as to the property, and to levy and collect costs in the same manner as provided for the levy and collection of real property taxes against the property.
