No person within the city shall knowingly and willfully raise a false alarm of fire at any gathering or in any public place, or ring any bell or operate any public or private mechanical fire alarm apparatus for the purpose of creating a false alarm of fire, or raise a false alarm of fire orally, by telephone or in person.
