Any person maintaining, keeping, raising, harboring, or possessing one or more hives or colonies of bees shall ensure that a convenient source of water which is adequate for the size of the hive or colony is available to the bees at all times to ensure that the bees do not congregate at swimming pools, pet watering bowls, bird baths, or other water sources on neighboring properties thereby causing human, bird or domestic pet contact.
