No person shall race the motor of any motorcycle or motor-driven cycle, needlessly bring to a sudden start or stop any motorcycle or motor-driven cycle, blow the horn, or make or cause to be made any other loud or unseemly noise, disturbance, or nuisance whereby the quiet and good order of the neighborhood is disturbed. Any person who violates this section shall be responsible for a municipal civil infraction and subject to the civil fines set forth in § 41.06.
