It shall be the public policy of the city to provide in any municipal parking area, parking spaces for persons with disabilities in numbers to conform with the requirements of M.C.L.A. § 125.1352, as amended. The city shall also encourage the implementation of parking spaces for persons with disabilities in private parking areas within the city, and shall, upon request of the owner of a parking area, provide for the designation of parking spaces for persons with disabilities.
