(A) No person shall transport, cart, carry, or convey through or over any street, alley, or public place of the city any refuse or other waste materials, except under written regulations or with the written consent of the Director. This section shall not apply to refuse or waste materials accumulating on property owned or controlled by him and then only by approved methods of conveyance.
(B) Any person who violates this section shall be responsible for a municipal civil infraction and subject to the civil fines set forth in § 41.06.
