Unless otherwise provided, any reference in this chapter to a code standard, rule, regulation, or law enacted, adopted, established, or promulgated by any private organization, or any element or organization of government other than the city shall be construed to apply only to the code, standard, rule, regulation, or law in effect or existence upon the date of enactment of this chapter.
