The Detroit Water and Sewerage Department, as the state approved control authority, is authorized to administer and enforce the provisions of this chapter on behalf of the city. The city shall enter into a contract with the Detroit Water and Sewerage Department, which shall set forth the terms and conditions of delegated authority, consistent with this chapter, and shall allow the Detroit Water and Sewerage Department to perform the specific responsibilities as control authority, pursuant to state and federal law.
