Wastewater discharge permits are issued to a specific person as defined herein for a specific discharge. A wastewater discharge permit shall not be reassigned or transferred or sold to a different person, new owner, new industrial user, different premises, or a new or changed operation without the written approval of the control authority. It shall be the permit holder's duty to notify the control authority of any change within 30 days of the change. The control authority may revoke a permit if it determines that an unreported change has occurred. The control authority may require the application for a new or modified permit if a change takes place. Any succeeding person shall comply with the terms and conditions of any existing permit which the control authority allows to be retained.
