§ 52.15 PERMIT REQUIRED.
   (A)   It shall be unlawful for significant users to discharge into the POTW without a wastewater discharge permit from the control authority except as authorized by the control authority or in accordance with the provisions of this chapter.
   (B)   All significant users proposing to connect to or to contribute to the POTW shall apply for a wastewater discharge permit in accordance with the following procedures before connecting to or contributing to the POTW. Upon determination that a permit is required, no connection to the POTW shall be made and no discharge thereto shall occur until a permit is issued unless otherwise authorized by the control authority for a period not to exceed 60 days. All existing significant users connected to or contributing to the POTW shall apply for a wastewater discharge permit in accordance with the procedures prescribed in this subchapter. The control authority may require any non-domestic user to fill out a questionnaire and submit it for the control authority's use in determining whether the industrial user is a potential significant user as well as to determine changes or lack of changes in the user's facilities.
