§ 52.02 AUTHORITY.
   By virtue of the obligations and authority placed upon this city and Detroit by the Federal Water Pollution Control Act, also known as the Clean Water Act, as amended (33 USC 1251 et seq.); the Constitution of the State of Michigan; M.C.L.A. §§ 324.3101 et seq., as amended; the Charter of the City of Garden City; the National Pollutant Discharge Elimination System (NPDES) permit for the Detroit POTW; the Federal District Court consent judgment pertaining to U.S. EPA v. City of Detroit et al., C.A. No. 77-1100, as amended; the Urban Cooperation Act of 1967, as amended, being M.C.L.A. §§ 124.501 et seq.; statutory provisions governing intergovernmental contracts set forth in Public Act 35 of 1951, being M.C.L.A. §§ 124.1 through 124.4, as amended; and existing or future contracts between the Board of Water Commissioners and the city, or by virtue of common law usage of the system, this chapter shall apply to every applicable user contributing, or causing to be contributed, pollutants or wastewater to the Detroit POTW within the jurisdictional boundaries of the city.
