For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CHARTER. The Garden City Charter.
COST. Includes the expense of survey, spreading of roll, notice, advertising, printing, and all other costs incidental to the making of the improvement.
ENGINEER. The duly appointed and acting Engineer of the city.
IMPROVEMENT. Any public betterment.
LOT or PARCEL OF LAND. Any subdivision, lot, or portion thereof as officially platted, or any unplatted parcel of land as may be described upon any official records.
OWNER. The last recorded title holder of any lot or parcel of land, or the person whose name is listed last upon the city tax roll as owner of a certain piece or parcel of land.
