Financing shall be accomplished through the unemployment compensation system fund, herewith established to account for related revenue and expenditures, including payment of unemployment benefits. The Clerk-Treasurer shall recommend to the City Council annual appropriations to be made for this activity; however, no appropriations will be required after fund balance of $10,000 has been accumulated in the unemployment compensation system fund.
